President Warren Stevenson called the meeting to order at 10:05 a.m.

A total of 21 homeowners were present and no proxies were submitted for a total of 30 residents represented. There not being the required 50% present to hold a meeting, a motion to close the meeting was made by Sharon Hanson and seconded by Dick Hassler. All approved. The meeting was adjourned at 10:08 a.m.

President Warren Stevenson called a second meeting to order at 10:09 a.m. with the required 25% of homeowners present.

Review of 2015 events:

1. The cattails on the small lake were to be cut and burned to help prevent the infestation of muskrats but do to uncooperative weather, the cattails had to be sprayed instead. When the lake freezes, there is hope of burning any cattails that are present to remove them.

2. Grass carp were added to the lakes this past spring.

3. The lake areas were sprayed with weed killer twice and the lakes had algae spray applied 4 different times to them. The algae spray was successful on the large lake but failed to do the job on the small lake.

4. The 4th of July party was rained out. Having a neighborhood gathering at a different time that was not a holiday weekend was discussed. Greg Snodgrass made a motion to have a TLHA picnic on the 2nd weekend of June. It was seconded by Sharon Hanson. All approved.

5. Rip Rap Rock was added to the large lake twice to help keep the erosion down. More is going to be needed at the lake this coming spring.

6. The light at the shelter house has been shot out 3 times this past year. The light bulb has been replaced each time at no cost, but in the future the homeowner’s association will be charged for bulb replacement. As to what to do to prevent this from happening will be a discussion for the 2016 Board.

7. An attorney was hired to file suit against one homeowner who would not comply with the CCRs after every effort was made by the Board. The court date was 12/2/2015. A judgement was made for $4,100in favor of the TLHA which is to be paid by the homeowner (reimbursement for Attorney’s fees, court costs, and daily penalty fees). The attorney is currently filing a lien against the homeowner.

8. The Christmas Lighting contest was held Dec. 20. The judges were Linda Snodgrass, Sharon Hanson, and Stephanie Davis. The 1st place winner of $50 was Mike and Allyson Love, 2nd place of $25 was Kelly and Jamie Phipps and third place of $15 went to Kim and Chad Parker.

New Events:

1. Mowing of the common areas: After much discussion due to the high future cost of mowing, a motion was made by Jim Henderson and 2nd by Barbara Dale to have a rotational mowing system done by volunteers. Warren Stevenson will head up the volunteers for the large lake and Kim Parker will head up the volunteers for the small lake. The TLHA will pay for any expenses such as chemicals, weed killer and gasoline. The motion was voted upon and was almost unanimous.

2. CCR Violations: The discussion to form a committee to check the neighborhood for CCR violations was not very favorable. It was discussed that if someone sees a violation, they can report it to the board who will then take whatever action they deem necessary.

3. Dumpsters: It was brought to the homeowners to decide if they wanted 2 dumpsters in the spring and 2 in the fall, or only 1 in the fall to save cost. Steve Hanson made a motion to have 2 in the spring and 1 in the fall. Sharon Hanson 2nd the motion. All approved.

4. The small lake shall be cleared of obstructions (cattails, etc). A work party will be formed to achieve this goal as it is the Association’s responsibility to see that a HOA easement around the lake is clear.

5. A new picnic table is needed at the small lake. This will be handled by the 2016 Board.

6. Halloween Party: A motion was made by Jim Henderson, and 2nd by Kim Parker to continue the Halloween party just as it was held in 2015. All approved. Further details will be handled by the 2016 Board.

7. A dues increase was discussed. The increase will be determined by the 2016 Board.

8. Special Meetings: It was discussed that any special meetings of the Board will have minutes posted to the website so all homeowners will have the opportunity to view them and be informed of any decisions by the Board. No motion was made on this issue and therefore was not voted on.

9. Craig Retchless brought up the discussion of amending the CCRs to eliminate all livestock in the neighborhood. This was tabled and will be passed on to the 2016 board.

Treasurers Report:

Kim Parker presented the Treasurer’s Report ending December 31, 2015. The income was $5,064.92 which included finance charges for late dues, interest earned and homeowners fees (for cert. mail, etc.) Expenses were $6,086.27 for insurance, maintenance and mowing, entertainment, P.O. box rental, utilities, dumpsters, and legal fees leaving a net income/loss of –$1,021.35. Jim Henderson made a motion to approve, Steve Hanson 2nd the motion. All approved, 1 opposed.

2016 Board Members:

Three of the 2015 Board members will remain on the 2016 Board. Two new homeowners volunteered to join the board.  The 2016 Board members is as follows:

  • Darby Smith
  • Sheila Dickey
  • Tony Caretlla

A motion to accept these 5 persons to the TLHA Board was made by Sharon Hanson and seconded by Barbara Dale. All approved. There being no further business, Barbara Dale motioned to adjourn the meeting at 11:55 a.m. Craig Retchless 2nd the motion. All approved.

The next board meeting will be held January 27th at Warren Stevenson’s home at 7:00 p.m.
